Patriotic Alliance

In December 1925, Primo de Rivera formed a civilian government centered on technical bureaucrats and worked to reform Spain. Primo de Rivera formed the Patriotic Union (1924), which aimed to unite various political parties and groups, based on the ideal of Mussolini's Italy. He also cooperated with the Socialist Party and the UGT, and appointed Largo Caballero, a leader of the Socialist Party, as a State Counsellor (October 1924). However, Primo de Rivera did not actually align himself with Fascism, and was not in a position to do so.
