...Policy on labor issues in Russia in the early 20th century. Specifically, the security authorities, who felt that the rising labor movement of the time could not be suppressed by repression alone, allowed certain legal labor activities under the supervision of the security service, thereby preventing the radicalization of workers and attracting them to the side of the regime. It was named after the idea of ​​Sergei V. Zubatov, head of the Moscow security service. The first official union was established in Moscow in 1901, and later established in Minsk, Kiev, and other places.
