It was founded on September 28, 1864, at an international working people's meeting held at St. Martin's Hall in London. The meeting was convened by British and French trade unionists, who had been building ties with each other for two years, with the aim of promoting solidarity during strikes and supporting the Polish Revolution, but refugees from Germany and Poland also attended.
