Based on the Marine Accident Tribunal Act, the Marine Accident Tribunal takes disciplinary action against maritime personnel who have caused a marine accident (maritime accident) through deliberate or negligent acts in the course of their duties. The Japan Transport Safety Board investigates the cause of the marine accident.

海難審判所が海難審判法に基づいて、職務上の故意・過失により海難（船舶事故）を発生させた海技従事者等の懲戒を行うための審判。海難の原因については運輸安全委員会が調査する。
[補説]海難審判は、受審人や指定海難関係人に対して懲戒・戒告・勧告などを行う行政審判で、刑罰を求める刑事裁判や、損害賠償を求める民事裁判ではない。審判の担当者を審判官といい、審判官が言い渡す審判を裁決という。
