This law was issued by the Toyotomi government on July 8, 1588 (Tensho 16), the year after the subjugation of the Shimazu clan, as part of the process of unifying Japan, to control piracy. It consists of three articles. Article 1 states, "Although we have strictly prohibited pirate ships on the seas of all provinces, it is a wicked act that a tribe stole a ship near Itsuki Island between Bingo and Iyo." Article 2 states, "The local Jito Daikan (local land steward) will investigate boatmen, hunters, and other boat users in each province and village, and have them sign a joint pledge that they will never commit piracy again, which will be collected by the lord of the province." Article 3 concludes with a punitive provision, "From now on, if any stipendant or lord lets his guard down and there are pirates within his territory, in addition to punishment, the wicked person's residence and the lord's fief will be confiscated." 豊臣政権が国内統一過程において島津征伐の翌年,1588年(天正16)7月8日に発した海賊取締りの法令。3ヵ条からなる。内容は第1条が〈諸国の海上で賊船の儀を,堅く禁じたのに,こんど備後と伊予の間にある伊津喜島付近で船を盗んだ族があったのは曲事である〉とあり,第2条では〈国々浦々の船頭や猟師など舟をつかう者たちをその所の地頭代官が調査して,今後決して海賊行為はしない旨の連判の誓紙を書かせ,それを国主がとりあつめるべし〉とあり,第3条では〈自今以後,給人や領主が油断をしていて,その領内に海賊の輩がいれば,成敗をくわえて,曲事の在所と国主の知行は没収する〉と罰則規定をもうけて結んでいる。
