In France, Foreign Minister Delcassé was busy trying to improve relations with Britain, but with the outbreak of the Russo-Japanese War, Britain and France quickly approached each other in an attempt to settle the war locally, and on April 8, 1904, the Entente Cordiale was established. This agreement consisted of an agreement on Newfoundland and West Africa, a declaration on Siam, Madagascar, and the New Hebrides, and a declaration on the arrangements between Egypt and Morocco, and resolved the historical conflict between the two countries over the division of the world. …
