Maritime traffic control

Japanese: 海上交通管制 - かいじょうこうつうかんせい

Artificially restricting the free movement of ships in order to improve the efficiency and safety of waterways. Also called maritime traffic management. Maritime traffic control specifies the applicable water areas and prescribes the traffic methods of ships by law. Depending on the severity of the regulation, it is classified as (1) information service, (2) guidance at the request of ships, (3) guidance, and (4) active control. In terms of the content, it is also classified as designation of passage, designation of direction, speed limit, signal control, and individual control. There are methods that rely only on laws and regulations, methods by instructions and recommendations, and traffic control methods. In the instruction and recommendation methods and traffic control methods, a maritime traffic control center is established to unify the behavior of ships in the target water area and to issue necessary instructions, recommendations, or commands, and information is collected and transmitted from the center using surveillance radar, VHF radio, signals, etc.

航路の効率的運用と安全性を向上させるために，航行船舶の自由な行動を人為的に制限すること。海上交通管理ともいう。海上交通管制は適用水域を定めて，船の交通方法を法令で規定するもので，規制の強さによって，(1)情報サービス，(2)船からの要望による誘導，(3)誘導，(4)能動的管制に分類され，またその内容からは，通路の指定，方向の指定，速力の制限，信号制御，個別管制に分けられる。実施には，法令のみに依存する方法，指示勧告による方式，交通管制方式があり，指示勧告方式と交通管制方式では対象水域内の船舶の行動を統一的に把握し，必要な指示，勧告，または指令を行うために海上交通管制センターを設け，ここで監視用レーダー，VHF無線，信号などを用いて情報の収集，伝達をしている。
