There are several newspapers with the same name, but the most famous is Japan's first privately-owned Japanese language newspaper, published in Yokohama by Joseph Hiko (Hamada Hikozo), a castaway (American national) from Harima Province (Hyogo Prefecture). There are two theories about when it was first published: in 1864 (Genji 1) or 1865 (Keio 1), but the extant issues are from the first issue, which was a translation of a newspaper brought by a British ship that arrived in port on March 13, 1865, to the 24th issue, which was published by the ship on August 25 of the following year, and contain translations introducing the situation in various countries. Other issues include "Kanpan Kaigai Shimbun," published in Edo in August and September 1862 (Bunkyu 2), and "Kanban Kaigai Shimbun," published in Tokyo from July 20, 1870 (Meiji 3), to August 1 of the following year (51st issue). The former was the successor to the Official Batavia Newspaper, and the latter was published by Mitsukuri Rinsho and others after translating a foreign language newspaper, and was full of articles about the Franco-Prussian War.

同名の新聞が数種あるが、もっとも有名なのは、播磨(はりま)国(兵庫県)の漂流民(アメリカ国籍)ジョセフ・ヒコ(浜田彦蔵(ひこぞう))が横浜で発行していた日本初の民間邦字紙である。創刊は1864年(元治1)説と65年(慶応1)説があるが、現存するのは、65年3月13日入港のイギリス船のもたらした新聞を訳出した第1号から、翌年8月25日の入船による第24号までで、内容は各国事情の翻訳紹介である。ほかに1862年(文久2)8、9月に江戸で発行された『官板(かんぱん)海外新聞』と、70年(明治3)7月20日から翌年8月1日(51号)まで東京で発行された『官版海外新聞』がある。前者は『官板バタビヤ新聞』の後身、後者は箕作麟祥(みつくりりんしょう)らが外字紙を翻訳して発行したもので普仏戦争の記事を満載している。
