During the French Mandate, he was a leader of the National Bloc and took the lead in the independence movement. He was head of the Syrian delegation to the Franco-Syrian Alliance Treaty in 1936, and served as president from 1936 to 1939. After the coup d'état of Sāmī Ḥinnāwī (1898-1950) in August 1949, he became prime minister, and after the coup d'état of Adīb Shishaklī (1909-64) in December of the same year, he became president, but resigned in 1951 in opposition to the military dictatorship.
