The Siad Barre regime advocated scientific socialism and aimed to build a socialist society based on the three principles of self-reliance, self-help, and social justice. It adopted a one-party system with the Somali Revolutionary Socialist Party (SRSP), and Siad Barre served as its Secretary General since the SRSP was founded in 1976. He was elected President in the 1980 election as stipulated in the new constitution of 1979. However, in 1981, a united front of anti-government factions was formed, the Democratic Front for the Salvation of Somalia (DFSS), and in the same year, the Somali National Movement (SNM) was also formed in Ethiopia, and anti-government activities began.
