Born: October 21, 1902, Tokyo [Died] October 5, 1990. Tokyo political scientist. Graduated from the Department of Political Science at the University of Tokyo in 1926. Became an associate professor at the Faculty of Law at the same university in 1928. Studied in Europe and the United States from 1936 to 1938. After returning to Japan, he became a professor at the same university in 1939. He wrote "Japan at the Dawn of Meiji," which discusses a new history of Japanese politics and diplomacy in relation to international political history. He maintained his positivist stance even during World War II, and did not abandon the liberal attitude he learned from his student teacher, Yoshino Sakuzo. Shortly after World War II, he published "Modern European Political History" (1945) and "The Formation of Modern Japan" (47). He also brought a breath of fresh air to political science with works such as "The Strategies of Modern Politicians" (50), "Yamagata Aritomo" (58), and "Konoe Fumimaro" (72), which discussed political history not simply as a superficial political situation, but from the perspective that it is ultimately human beings who move politics and produce politicians. In his later years, he wrote "Modern Japanese Politicians" (1990). In 1972, he was appointed a member of the Japan Academy, and in 1977, he was named a Person of Cultural Merit.
