Politician and writer. Born in Okayama Prefecture. Graduated from the Faculty of Law of Tokyo Imperial University in 1910. Initially worked in the government. Became a member of the House of Representatives in 1928, and was elected three times in a row. In 1940, he became Parliamentary Vice-Minister of Home Affairs in the Yonai Mitsumasa Cabinet, and later became an advisor to the Imperial Rule Assistance Association. During this time, he visited America, Australia, and other countries, and worked hard to prevent the deterioration of public opinion of Japan overseas. After World War II, he became Secretary-General of the Japan Progressive Party, and after being purged from public office, he was elected to the House of Councillors in 1953 and became Minister of Health and Welfare in the first Hatoyama Ichiro Cabinet. He retired from politics in 1959. His books include "A Hero's Longing Theory." Son-in-law of Goto Shinpei.
