…A specialized agency of the United Nations established in 1958 with the objectives of "international unification of regulations and practices on technical aspects affecting maritime transport, such as ship routes, maritime traffic rules, and port facilities" and "elimination of discriminatory measures and restrictions by governments in order to ensure free trade." At the time of its establishment, it was called the Inter-Governmental Maritime Consultative Organization (IMCO), and in 1982 it was renamed to its current name. The treaty on its establishment was adopted in March 1948, but it was delayed in coming into force because it could not meet the requirement for its coming into force, which was "required to be ratified by 21 countries, including the seven major shipping countries with a merchant fleet of more than 1 million gross tons." It finally came into force with Japan's ratification in 1958, and was officially launched in January 1959. …
