At the time of its establishment, it was called the Inter-Governmental Maritime Consultative Organization (IMCO), and in 1982 it was renamed to its current name. The treaty on its establishment was adopted in March 1948, but it was delayed in coming into force because it could not meet the requirement for its coming into force, which was "required to be ratified by 21 countries, including the seven major shipping countries with a merchant fleet of more than 1 million gross tons."
