A military commander in the early Nara period. Son of Hatayasu, a military commander on the side of the Omi Imperial Court during the Jinshin War. In 714 (Wado 7), he welcomed the Silla envoys to Kyoto with 170 cavalry. In 724 (Jinki 1), he played an active role in suppressing the rebellion of the Emishi in Mutsu Province, and the following year was awarded the rank of Junior Fourth Rank, Lower Order of the Order of Fourth Class. In 729 (Tenpyo 1), he was the Chinju Shogun, and in 737, as the Mutsu Azechi, he proposed opening a direct route from Taga Castle to Dewa no Saku, mobilizing 5,500 soldiers from both Oshu and Ushu provinces, 1,000 cavalry from the eastern provinces, and over 300 "subjugated barbarians." In 739, he returned to Kyoto and became a councilor. During this time, he was the highest authority in both Oshu and Ushu provinces for over a decade. In 740, during the rebellion of Fujiwara Hirotsugu, Dazai no Shoni, he led 17,000 soldiers from various provinces westward as the most loyal general and put down the unrest. The following year, he was promoted to the rank of Junior Third Rank, and when the capital was moved to Kunikyo (740-744), he was appointed as the governor of Yamato Province and the caretaker of Heijokyo.
