…In 1855, the Danish mathematician and then Minister of Finance André CCG Andrae proposed proportional representation as a concrete system, and it was first implemented in the parliamentary elections that same year. Two years later, Thomas Hare of England proposed a similar method, and with the support of such famous thinkers as JS Mill and W. Bagehot, proportional representation became a topic of debate. In the 20th century, European countries gradually began to adopt it, and after World War I, it spread to Switzerland (1918), Germany (1919), Austria, Norway (1920), Ireland (1923), etc. …
