…He was sent to Italy to study military affairs from 1939 to 1941, and returned to the country after sympathizing with Mussolini's fascism. He was promoted to colonel at the end of 1941, and around 1942 he became an influential member of the secret military society GOU (Grupo de Oficiales Unidos), and participated in the military coup of June 4, 1943, which was led by this society. Immediately after the coup he was appointed Vice-Minister of the Army, and in October of the same year he also served as Director of the National Labor Bureau (and became Director when the Labor Bureau was reorganized into the Labor Welfare Agency one month later). He quickly introduced protective policies for workers, winning wide support from the masses. …
