Osaka Airport Pollution Incident

Osaka International Airport, which spans three cities, Toyonaka and Ikeda in Osaka Prefecture, and Itami in Hyogo Prefecture, was designated as a Type 1 airport, i.e., an airport necessary for international air routes, in July 1959 under the Airport Development Law. The airport was made the base of the civil air route network in Western Japan, but the airport's site of 317 hectares is extremely small compared to other international airports, and it is located in a densely populated area. In addition, the number of aircraft taking off and landings has increased and the size of the aircraft has increased, which has led to widespread and serious pollution, including noise pollution. Unable to bear the pollution damage, residents of Kawanishi City, Hyogo Prefecture, which is on the takeoff side, sued the government in December 1969, seeking a ban on night flights from 9 pm to 7 am the following morning, compensation for damages for the past five years, and compensation for future damages until aircraft noise is reduced to 65 decibels or less in residential areas. In November 1971, residents of Toyonaka City, which is on the landing side, also filed a similar lawsuit with similar claims.

大阪国際空港は大阪府豊中市，池田市，兵庫県伊丹市の3市にまたがり，空港整備法により1959年7月第1種空港，すなわち国際航空路線に必要な飛行場に指定された。同空港は西日本における民間航空路線網の拠点とされたが，空港の敷地は317haと他の国際空港と比べてきわめて狭く，しかも人家の密集地域に立地されているうえに，発着機の増便と大型化をはかったために，騒音被害などの公害が広範かつ深刻化した。公害被害にたまりかねた離陸側の兵庫県川西市の住民は，69年12月国を被告として，午後9時から翌朝7時までの夜間飛行の禁止と過去5年間の損害賠償および航空機の騒音が居住地において65ホン以下になるまでの将来の損害賠償を求め提訴，71年11月には着陸側の豊中市の住民も同様の内容で提訴した。
