The "crimes of obstructing traffic" in Chapter 11 of Part 2 of the Penal Code punish acts that impede the operation of traffic routes and transportation facilities in order to protect traffic safety on land and sea (Articles 124 to 129 of the Penal Code). This includes (1) the crime of obstructing traffic by damaging or blocking land routes, waterways, and bridges to obstruct traffic, (2) the crime of endangering traffic by damaging railways and signs, or by damaging lighthouses and buoys on waterways, and (3) the crime of overturning or destroying trains, electric trains, or ships that currently have people in them. These crimes are punishable not only for attempted crimes, but also for negligent crimes in crimes (2) and (3). In addition, if these crimes result in death or injury to people, they will be severely punished.
