...However, in 1982, under the Mitterrand administration, a decentralization reform plan was passed by parliament, bringing new changes to the long-standing system. France consists of 96 departments, four overseas departments, four overseas territories, and two (overseas) regional public organizations, with approximately 36,000 municipalities. Since 1964, 21 (later 22) new regions (regions) have been established, which function as regional development areas over a wide area.
