In 1179, the two-thirds majority system was established. In 1274, at the Council of Lyon, Pope Gregory X established a system of confining the electors to a sealed chamber (conclave) to prevent outside interference and delay in the voting process, and since then the term conclave has become synonymous with the college of cardinals electing the pope. Nevertheless, until 1904, the great Catholic monarchs had the power to veto candidates in the papal election.
