Governor of Bombay under the British East India Company. During his term (1819-27), he worked hard to improve the taxation, administration, and education systems of the Bombay Precinct. He is particularly known for introducing the Rayyatwari system, following on from the Madras Precinct. He also distinguished himself in the Third Maratha War. He was one of the leading East India Company leaders of the time, along with C.T. Metcalfe, T. Munro, W. Hastings, and A. Wellesley, and his book A History of India (1841) is considered a masterpiece.

イギリス東インド会社支配下のボンベイ知事。在任(1819‐27)中ボンベイ管区の徴税･行政･教育制度の整備に力を尽くした。特にマドラス管区に続いてライーヤトワーリー制度を導入したことは有名。また第3次マラーター戦争では武勲をたてた。C.T.メトカーフ，T.マンロー，W.ヘースティングズ，A.ウェルズリーらと並ぶ当時の代表的な東インド会社指導者で，彼の著書のうち《インド史》(1841)は名著といわれる。
