Fisher came up with several test criteria for this purpose, such as the time inversion test -- for example, if the price has doubled from the base year to the comparison year, the index of the previous base year must be 1/2 if the comparison year is used as the base year -- and the element inversion test -- since price x quantity = amount, the price index multiplied by the quantity index calculated in the same way must be equal to the amount index. The Laspeyres formula and the Fisher formula do not satisfy either of the above two, but the method of taking the geometric mean of the index by the Laspeyres formula and the index by the Paasche formula, considered by Arthur Lyon Bowley (1869-1957), passes the above two tests, so Fisher called it the ideal formula. However, all the tests he presented only examine the formal properties of the index formula, and the actual meaning of the index cannot be found in them. ...
