However, it was decided that the purpose of forming a state must be discussed before determining the principles of state formation, such as the relationship between the king and the people. The logic was that the state was formed as a means to preserve the rights that people had in the natural state before the state was created, and therefore the natural rights of people must be clarified before the constitution was formulated.
