[Terms and Concepts]
The term "social education" is unique to Japan, and in the West, the terms "adult education" (English), "Erwachsenenbildung" (German), and "éducation populaire" (French) are generally used. Looking at social education since the modern era, there is a history of the development of ideas and practices that, in opposition to the state's indoctrination of the masses, place socially independent adults and working young people as its main actors and view self-educational activities as its essence.

...However, in recent years, as paid educational and training leave for workers is being institutionalized internationally, cases of labor unions taking charge of educational activities have developed, mainly in France and Italy, and the workers' self-education movement is gaining the power to determine the form of public guarantee for themselves. In the UK, too, there is a growing demand that traditional adult education, which is primarily focused on liberal education, should aim for a new development as "education of adults" that includes technical and vocational education and learning in line with the needs of the times, and public guarantee of workers' education has become a contemporary issue. In Japan, workers' education also began with the development of the labor movement and socialist movement.
