1825‐88 Russian soldier and politician. Born into an Armenian noble family, he distinguished himself as a general in the Russo-Turkish War (1877-78) and was awarded the title of count. In 1880, amid a political crisis caused by the Narodnik struggle, he was appointed head of the Supreme Command, a position equivalent to a dictator. In the same year, he became Minister of the Interior and tried to overcome the crisis by promoting liberal reforms, but he was unable to prevent the assassination of Tsar Alexander II, and the reform plan that he had been approved for was scrapped, leading to his resignation in April 1881.
