Born: September 9, 1875 in Naples
Died August 28, 1935. Italian jurist and politician. A hard-line nationalist, he constructed a theoretical system for a fascist totalitarian state. Under the fascist regime, he served as Speaker of the Chamber of Deputies from 1924 to 1925 and Minister of Justice from 1925 to 1932. In 1926, he enacted the Rocco Law, which unified the industrial sector and labor unions and allowed them to cooperate with each other as a single legal organization, thus turning Italy's economic and labor circles into fascists.

イタリアの法学者，政治家。強硬な国家主義者でファシズム的全体主義国家の理論体系を構築した。ファシズム体制のもとで 1924～25年下院議長，25～32年法相となり，26年産業界と労働組合をそれぞれ単一化して，双方が唯一の合法組織として協調しあう，いわゆる協調組合組織法 (ロッコ法) を制定し，イタリアの経済界，労働界をファッショ化した。
