Labor statistics

Among the various labor statistics, this refers to a series of statistics related to labor force, employment, working hours, and other types of labor, or to workers and their families. They are mainly compiled by the government or local governments. In Japan, national statistics are mainly compiled by the Ministry of Health, Labor and Welfare and the Statistics Bureau of the Ministry of Internal Affairs and Communications, and most local government statistics are compilations of survey data by region.

According to the "Outline of Labor Statistics" by the Japan Institute for Labor Policy and Training (under the jurisdiction of the Ministry of Health, Labor and Welfare), an independent administrative institution that conducts surveys, research, and training on labor, labor statistics are categorized into: (1) population, number of employed persons, number of unemployed persons, labor mobility, (2) wages, (3) working hours, (4) employment management, etc., (5) industrial accidents and occupational safety and health, (6) labor-management relations, (7) household finances, prices, living conditions, worker attitudes, (8) overall economy, business conditions, corporate management, and (9) topic-specific statistical surveys. The categories that fall into each category are shown below.

(1) Population census, population estimates, labor force survey, general employment placement situation, employment trend survey, basic survey on employment structure, economic census, etc.

(2) Monthly Labor Survey, Basic Survey on Wage Structure, etc.

(3) Monthly Labor Survey, General Survey on Working Conditions, etc.

(4) General Survey on Working Conditions, Employment Status of the Elderly, Basic Survey on Employment Equality, Basic Survey on Human Resources Development, etc.

(5) In addition to operational statistics such as surveys on the occurrence of industrial accidents and occupational diseases, etc., there are also surveys on trends in industrial accidents, basic surveys on occupational safety and health, comprehensive surveys on measures to prevent industrial accidents in the construction industry, surveys on the health status of workers, surveys on the working environment, and surveys on the status of technological innovation and labor.

(6) Basic surveys on labor unions, surveys on the actual status of labor unions, surveys on the actual status of labor agreements, etc., surveys on labor-management communication, statistical surveys on labor disputes, etc.

労働に関する諸統計のうち、労働力や雇用、労働時間などの労働形態、または労働者およびその家族に関連する一連の統計。主として、政府または地方公共団体によって行われている。日本での全国統計は、主として厚生労働省と総務省統計局によって行われ、地方公共団体の統計は、それらの調査データを各地域別にまとめたものが大部分である。

　労働に関する調査・研究、研修を行う独立行政法人労働政策研究・研修機構（厚生労働省所管）の「労働統計のあらまし」によると、労働統計は、(1)人口、就業者数、失業者数、労働移動、(2)賃金、(3)労働時間、(4)雇用管理等、(5)労働災害・労働安全衛生、(6)労使関係、(7)家計、物価、生活の状況、勤労者意識、(8)経済全体、景気、企業経営、(9)テーマ限定の統計調査、に分類されており、それぞれに該当するものを以下に示す。

(1)国勢調査、人口推計、労働力調査、一般職業紹介状況、雇用動向調査、就業構造基本調査、経済センサスなど。

(2)毎月勤労統計調査、賃金構造基本統計調査など。

(3)毎月勤労統計調査、就労条件総合調査など。

(4)就労条件総合調査、高年齢者の雇用状況、雇用均等基本調査、能力開発基本調査など。

(5)労働災害発生状況、業務上疾病発生状況等調査などの業務統計があるほか、労働災害動向調査、労働安全衛生基本調査、建設業労働災害防止対策等総合実態調査、労働者健康状況調査、労働環境調査、技術革新と労働に関する実態調査など。

(6)労働組合基礎調査、労働組合実態調査、労働協約等実態調査、労使コミュニケーション調査、労働争議統計調査など。

(7)家計調査、消費者物価指数、社会生活基本調査、国民生活基礎調査、国民生活に関する世論調査、勤労生活に関する調査など。

(8)国民経済計算、景気動向指数、全国企業短期経済観測調査、労働経済動向調査、景気ウォッチャー調査、海外事業活動基本調査など。

(9)就業形態の多様化に関する総合実態調査、パートタイム労働者総合実態調査、派遣労働者実態調査、有期契約労働に関する実態調査、若年者雇用実態調査、高年齢者雇用実態調査など。
