New fields opened along the banks of rivers and lakes. They are also called "nagare sakuba." As the cultivated land is unstable and prone to flooding, if the rice yield was officially determined, the farmers would have to bear a large burden of taxes and other duties. Therefore, the land survey did not determine the exact amount of rice yield, but only measured the amount by tan. Farmers were exempt from other duties and only the main tax was levied. Nagare sakuba new fields were developed along the banks of rivers in various parts of the Kanto region toward the end of the Kyoho Reforms by the Shogunate's Finance Magistrate Kamio Haruhide and Finance Chief Horie Dato, and are representative of these, and are said to have reached an area of about 10,000 cho.
