New fields opened along the banks of rivers and lakes. They are also called "nagare sakuba." As the cultivated land is unstable and prone to flooding, if the rice yield was officially determined, the farmers would have to bear a large burden of taxes and other duties. Therefore, the land survey did not determine the exact amount of rice yield, but only measured the amount by tan. Farmers were exempt from other duties and only the main tax was levied. Nagare sakuba new fields were developed along the banks of rivers in various parts of the Kanto region toward the end of the Kyoho Reforms by the Shogunate's Finance Magistrate Kamio Haruhide and Finance Chief Horie Dato, and are representative of these, and are said to have reached an area of ​​about 10,000 cho.

河川や湖沼の沿岸部に開かれた新田。〈ながれさくば〉ともいう。水害を受けやすい不安定な耕地であるため,正式に石高を決定すると耕作者の年貢・諸役負担が大きいことから,検地では厳密な石盛は決めず,反別のみを測定,諸役が免除され,本年貢のみ賦課された。享保改革の末期に,幕府勘定奉行神尾春央(かんおはるひで)・勘定組頭堀江芳極(ほりえただとう)らにより,関東各地の河川沿岸沿いに開発された流作場新田が代表的なもので,約1万町歩に達したといわれる。
