Prime Minister of the Sui Dynasty, China. His pen name was Gongfu. He was from Anping County, Boling County (Anping County, Hebei Province). Although he was not from a good family background, he was known for his literary talent from an early age, and entered the Northern Qi government, where he was in charge of imperial edicts and managed the Wenlin Institute together with Yan Zhitui. After the Northern Zhou Dynasty destroyed the Northern Qi Dynasty, he was treated as a representative figure of the Northern Qi scholar-officials. During the Zhou-Sui Revolution, he played an active role as the brains behind Yang Jian (Emperor Wen of the Sui Dynasty), was appointed as the Internal History Minister and was in charge of key positions, and was also involved in the establishment of legal codes. However, he disagreed with Northern Zhou officials such as Gao Xi, and was demoted and died of illness while serving as the governor of Huaizhou.

中国，隋の宰相。字は公輔。博陵郡安平県(河北省安平県)の人。家柄は良くなかったが幼少時から文才のほまれ高く，北斉の官界に入って詔勅をつかさどり，顔之推と共に文林館を管掌した。北周が北斉を滅ぼすと，北斉系士大夫を代表する人物として遇された。周隋革命時には楊堅(隋の文帝)のブレーンとして活躍，内史令に任ぜられて枢機にあずかり，また律令制定に当たったが，高熲（こうけい）ら北周系官僚と意見が合わず，左遷されて懐州刺史在任中に病没した。
