Korean scholar and writer. Born in Seoul. His pen name was Hyunmin. He graduated from the law department of Keijo Imperial University in 1929. He published novels while teaching at Keijo University and Bosung Technical College, and gained attention as an intellectual writer. After liberation, he became a professor at Korea University, and entered politics as a member of the constitution drafting committee and head of the Legislative Bureau in 1948. In 1951, he became president of Daejeon United University, and represented Korea at the Japan-Korea Talks. He was active as one of Korea's leading intellectuals, serving as president of Korea University, president of the International Law Association, and president of the International Association of Jurists. During the military revolution of 1961, he cooperated with the Supreme Council for National Reconstruction, but after 1967 he joined the opposition New Democratic Party, and served as the party's representative committee member, president, member of the National Assembly, and advisor. In 1974, he became an advisor to the National Council for the Restoration of Democracy. After 1980, he cooperated with the government as an adviser to the National Unification Board and a national policy advisor, and in 1981 he became a senior member of the Academy of Sciences.
