A retainer of Akamatsu Masanori, a military commander in the Muromachi period. Son of Muneyasu. Mimasaka no Kami and Yamashiro Shugodai. Participated in the Onin War with Masanori. When Masanori became the Samurai-dokoro Shoshi at the beginning of the Bunmei era (1469-87), Togo became Shoshidai and wielded great power. In Bunmei 5 (1473), the Muromachi shogunate consulted with Norimune, who was the Shugodai of Harima Province (Hyogo Prefecture), on whether to grant the position of deputy governor of Kami-Ibo-sho in the same province to Togo Tatewaki. An article remains of a fire at Norimune's residence in Kyoto the following year, indicating that he had a residence when he was in Kyoto. In August of the same year, he was invited and entertained by Shogun Ashikaga Yoshihisa along with former Shoshidai Taga Takatada. In the 16th year, when Masanori made a mistake in his strategy against the invasion of Harima Province by the Yamana forces, he pursued Masanori and tried to appoint his relative Arima Keijumaru as the head of the Akamatsu family, but later made peace and defeated the Yamana forces. In September 1487, he accompanied Shogun Yoshihisa to the front in Omi together with the forces of Isshiki Yoshihide and others. After Masanori's death, he appointed his successor, Akamatsu Yoshimura, to fight against the Yamana forces and put down the turmoil within his domain. He assisted Masanori and Yoshimura in reviving the Akamatsu family, which had been in decline since the assassination of Shogun Ashikaga Yoshinori by Akamatsu Mitsusuke (the Kakitsu Incident), and was instrumental in helping the Akamatsu family to regain their position as guardians of Bizen, Mimasaka, and Harima both before and after the Onin War. He was also highly trusted by Shoguns Ashikaga Yoshimasa and Yoshihisa. He died at Mitsuishi Castle in Bizen Province (Bizen City, Okayama Prefecture).

室町時代の武将,赤松政則の家臣。宗安の子。美作守,山城守護代。応仁の乱に政則と共に参戦。文明年間(1469~87)初めごろ政則が侍所所司になると,所司代となり権勢を振るった。文明5(1473)年,室町幕府は播磨国(兵庫県)守護代であった則宗に対し,同国上揖保荘の代官職を東郷帯刀に付与するかどうかを諮っている。翌6年に京都の則宗邸で火災があったとの記事が残り,在京のための邸宅を持っていたことがわかる。同10年8月には,前所司代多賀高忠と共に将軍足利義尚に招かれ饗応を受けている。同16年,山名勢の播磨国侵入に対して政則がその策を誤ると,政則を追い一族の有馬慶寿丸を赤松の家督に立てようとしたが,その後和して山名勢を撃退した。長享1(1487)年9月,一色義秀らの軍勢と共に将軍義尚の近江出陣に従う。政則の没後はその嗣子赤松義村を立てて山名勢と戦い,領国内の争乱も鎮圧した。政則,義村を補佐して,赤松満祐による将軍足利義教の暗殺(嘉吉の変)後衰えていた赤松惣領家の再興に努力し,応仁の乱前後を通じ赤松氏が備前,美作,播磨の守護として復活するのに功があった。また将軍足利義政・義尚の信任も厚かった。備前国三石城(岡山県備前市)で死去。
