The common name for the reforms in British rule of India, which were implemented based on the Indian Council Act of 1909. They were carried out by J. Morley, the Secretary of State for India, and Earl Minto, the Viceroy of India. The reforms increased the number of members of the central and local Legislative Councils, and granted the right to vote and question in the Legislative Councils, but the executive branch was not bound by the resolutions passed, and administrative officials were not obliged to answer questions. In addition, a partial election system was adopted for the selection of members, but this was also extremely limited and was an election system that was particularly advantageous to Muslims. These policies were based on the traditional British principle of "divide and rule," which was intended to split the nationalist movement that had intensified after the partition of Bengal.
