During the Heian period, this manor was located in Kazusa Province and was the property of Kofuku-ji Temple in Nara. The manor's name was inherited by Mobara-no-go during the Sengoku period and Mobara Village in the early modern period, and is identified with the area centered on the current Mobara city in Chiba Prefecture. Originally a pasture, it was owned by Fujiwara no Kuromaro, who became the governor of Kazusa Province in 777, but it was later opened up and became a manor, and was passed down to his descendants Harutsugu, Yoshinao, and Sugane. When Harutsugu died in 877, he had a tomb built in the manor, as he had lived there, and he willed that the tomb be donated to Kofuku-ji Temple for its long-term protection, but this was not done until 890 during the reign of Sugane. At that time, the size of the manor was 1,020 jo (about 3 km) from east to west and 487 jo (about 1.5 km) from north to south (Chono Gunzai). Around 1140, when Tachibana Manor in Kazusa Province was donated to Anrakujuin Temple in Kyoto, a dispute arose over the border between Tachibana Manor and Mobara Manor (Daigoji Documents).
