An office under the Taiho and Yoro codes. It was under the control of the Imperial Household Ministry. In 808 (Daido 3), it was merged with the Nuido-ryo, which was under the control of the Nakatsukasasho, but was restored in 812 (Kōnin 3). Saime were sisters and daughters of the Gunryo who served in the Emperor's harem as tribute. According to the Ryō no Shūge, there is a theory that Saime no Tsukasa only managed the list of Saime (Anaki), but there is also a theory that they evaluated their performance and actually managed them (Koki). The Saime Ason clan was to be appointed to the Sakan (Court History). In addition, six Unebe were attached to the office as Tomobe.

大宝・養老令制下の官司。宮内省(くないしょう)の被管。808年(大同3)に中務省(なかつかさしょう)被管の縫殿寮(ぬいどのりょう)に併合されたが、812年(弘仁3)に復置された。采女とは、郡領(ぐんりょう)の姉妹・娘が貢上されて天皇の後宮で仕えたものである。『令集解(りょうのしゅうげ)』をみると、采女司は采女の名簿を管理するだけとする説(「穴記(あなき)」)もあるが、勤務評定を行い、実質的にも管理したとする説(「古記(こき)」)もある。令史(さかん)には采女朝臣氏が任じられることになっていた。また、伴部(ともべ)として采部(うねべ)が6人所属していた。
