A party politician and public figure during the Meiji and Taisho periods. Born in Usuki Honcho, Bungo Province (Usuki City, Oita Prefecture). His father was Jissoji Tsunenosuke, a samurai of the Usuki domain, and he inherited the Minoura family title from the domain. After graduating from Keio University in 1874, he joined the Postal Service Newspaper Company. He subsequently served as principal of Miyagi Normal School and director of the Kobe Commercial Training Institute, before returning to the Postal Service Newspaper Company in 1917 as chief editor. In 1918, he participated in the formation of the Constitutional Reform Party and was a member of the Tokyo Prefectural Assembly. In 1918, he became president of the Postal Service Newspaper Company (he retired in 1913). He ran in the first general election for the House of Representatives in 1918, and was elected. He served as Vice-Speaker of the House of Representatives from March 1902 to March 1906. He was Minister of Communications from August 1915 to October 1916 in the second Okuma cabinet. During his term, he implemented the third telephone expansion plan and enacted the Postal Life Insurance Law. In 1882, he was implicated in a scandal involving the relocation of the Matsushima brothel in Osaka, and retired from politics, but was found innocent.

明治大正期の政党政治家,言論人。豊後国臼杵本丁(大分県臼杵市)生まれ。父は臼杵藩士実相寺常之丞。同藩の箕浦家を継ぐ。明治7(1874)年慶応義塾を卒業後,郵便報知新聞社に入社。その後,宮城師範学校校長,神戸商業講習所所長などを勤め,12年郵便報知新聞社に戻り主筆となる。15年立憲改進党結成に参加,東京府会議員。20年郵便報知新聞社社長に就任(大正2年退職)。23年第1回衆院議員総選挙に出馬,当選。37年3月から41年3月まで衆院副議長。第2次大隈内閣で大正4(1915)年8月から5年10月まで逓信大臣。在任中,第3次電話拡張計画を実施するとともに簡易生命保険法を成立させる。15年大阪松島遊廓移転にかかわる疑獄事件に連座し政界を引退したが無罪。<参考文献>通信史研究所編『通信大臣列伝』下
