A military commander in the mid-Heian period, he is the ancestor of the so-called Seiwa Genji clan. As the eldest son of Prince Sadazumi, the sixth son of Emperor Seiwa, he was called "Rokusono" (Prince Rokuson), and his mother is said to be the daughter of Minister of the Right Minamoto Yoshiari. However, the age relationship does not match, and Hoshino Hisashi presumes that he was the son of Prince Genhira, the son of Emperor Yozei ("The so-called Seiwa Genji of the world is the Yozei Genji"). In 938 (Tenkei 1), as Musashi no Suke, he entered the area together with Prince Okiyo no O (Provisional Guardian of the world), and fought against Adachi Gunji Takeshiba. Taira no Masakado mediated and settled the dispute, but Tsunemoto suspected Masakado and his companions and filed a complaint with the government for treason. Because of this incident Tsunemoto was imprisoned by the Saemon government, but when the Masakado Rebellion broke out he was pardoned and in February 940 he marched out as deputy general of the Seito Army. After his return he played an active role in putting down the rebellion of Fujiwara no Sumitomo as deputy chief of the reorganized Sanyo Nankai Bandit Squadron, and in September 941 at the Battle of Saeki-in in Bungo Province he captured the bandit leader Kuwahara Ikiyuki and others, and returned to Kyoto accompanied by Sumitomo's second in command, Saeki Koremoto. He passed away in November of the first year of the Owa era. His residence was in Ukyo Hachijo, which became Henjoshin-in after his death. It is now Rokusonno-jinja Shrine (Hachijo-cho, Minami-ku, Kyoto City). He reached the rank of Shoshii (Junior Fourth Rank), and is known to have held the titles of Kami (Lord) of Shinano, Iyo, and Musashi, Kozukenosuke, Saemonnosuke, Dazai no Daini, and Chinjufu Shogun, and his sons included Mitsunaka, Mitsumasa, Mitsusue, and Mankai. He was also skilled in waka poetry, and his works were included in the Shui Wakashu (Collection of Collected Poems).
