Labor activist. His real name was Shiro. He was born in Kanazawa City. After changing jobs many times from a young age, he became a police officer in Osaka Prefecture, but he became interested in socialism and was dismissed in 1919 for violating service regulations. He moved to Tokyo and became a printing worker, joined the Gyominkai, and joined the Japan Socialist League the following year. He married Kutsumi Fusako and moved to Osaka, where he joined the Japanese Labour Confederation and organized the Osaka Printing Workers' Union. In 1925, he participated in the founding of the Japanese Trade Union Council, and served as head of the organization department and political department. In 1926, he led a strike at Nippon Gakki in Hamamatsu, but was suppressed. In the same year, he became a candidate for the Central Committee of the Japanese Communist Party. He was arrested in the April 16 Incident in 1929 and sentenced to life imprisonment, but during the appeal he announced his break with the Comintern, and his sentence was reduced to 15 years in prison. After World War II, he was not allowed to rejoin the Communist Party, but founded the Japanese Trade Union Congress and the Workplace Defense Liaison Council, and promoted the anti-communist labor movement. 労働運動家。本名は四朗。金沢市出身。少年時より職を転々としたあと,大阪府巡査となったが,社会主義に目覚め,1919年服務規律違反で免職となる。上京して印刷職工となり,暁民会に加盟,翌年日本社会主義同盟に参加した。九津見房子と結婚して大阪に移り日本労働総同盟に加入,大阪印刷労働組合を組織した。1925年日本労働組合評議会の創設に参画,組織部長,政治部長を歴任した。1926年には浜松の日本楽器争議を指導したが,弾圧を受ける。同年日本共産党中央委員候補となる。1929年四・一六事件で検挙され,無期懲役の判決を受けたが,控訴中にコミンテルンとの決別を表明,懲役15年となる。第2次大戦後,共産党への復党が認められず,日本労働組合会議,職場防衛連絡協議会などを創設,反共労働運動を推進した。
