1853‐1925 Spanish politician. Born in Palma de Mallorca. Elected to the National Assembly in 1881, he became Minister of Colonies under the liberal Prime Minister Sagasta in 1892. He proposed a bill to grant autonomy to Cuba, but resigned when it failed. In 1895, after the Cuban rebellion, he again tried to expand autonomy for the colony as a cabinet member of the liberal government, but the government was short-lived. In May of that year, he gave a speech in the National Assembly entitled "Revolution from Above," which expressed his political philosophy.
