Ushu Tandai

Ushu Tandai

The Muromachi Shogunate's governing body for Dewa Province. One of the local administrative authorities. It is said to have begun in 1356 (Shohei 11, Enbun 1) when Shiba Kaneyori was sent to Yamagata, Dewa Province. There is little historical evidence, and the actual situation is unclear. The Amarumeshi Kyu-ki, which is said to have recorded the order of the Oshu Tandai in the early 16th century, and the Zayu-sho, a historical record from the early modern period, even claim that the Ushu Tandai did not exist. However, there are traces that the Ushu Kanrei, which was established in the late Nanboku-cho period, was renamed Ushu Tandai in the early Muromachi period, and that Kaneyori's descendants, under the guise of the Yamagata or Mogami clan, commanded the local lords of Dewa Province, and were in charge of levying munebetsusen and envoy compliance. It was probably because of this tradition that Mogami Yoshiaki later called himself Dewa Tandai.

室町幕府の出羽(でわ)国統治機関。地方行政府の一つ。1356年(正平11・延文1)斯波兼頼(しばかねより)を出羽国山形に入部させたのが始まりと伝えられる。史料的に明証乏しく、実態は未詳であり、16世紀初頭期に奥州探題側の秩序を記したという『余目氏(あまるめし)旧記』や近世初頭期の故実書『座右抄』などは、羽州探題不存在さえ説くが、南北朝後期に設置の羽州管領(かんれい)が室町前期に羽州探題と改称され、兼頼の子孫が山形氏や最上(もがみ)氏を名のって、出羽国の国人を指揮し、棟別銭(むねべつせん)賦課や使節遵行(じゅんぎょう)を担当した痕跡(こんせき)がある。のちに最上義光(よしあき)が出羽探題を称したのも、この伝統があったからであろう。
