One of the Ryogenokan (non-legal officials). A temporary position established to repair the levees of the Kamo River in Kyoto (Heian-kyo). It is believed to have been established during the Kōnin era (810-824). The staff had a three-rank system, with one chief messenger, many kebiishi no suke, jō and benkan, one or two magistrates, most of whom were kebiishi jō and sakan, and two or three chief scribes, including kebiishi shi, fūshō and shishō from the benkan bureau. When the levees collapsed, they would first investigate the damage, and once the repairs to the levees were complete, they would carry out an inspection called a fukan.
