Bokashi - Envoy for the Prevention of Ducks

One of the Ryogenokan (non-legal officials). A temporary position established to repair the levees of the Kamo River in Kyoto (Heian-kyo). It is believed to have been established during the Kōnin era (810-824). The staff had a three-rank system, with one chief messenger, many kebiishi no suke, jō and benkan, one or two magistrates, most of whom were kebiishi jō and sakan, and two or three chief scribes, including kebiishi shi, fūshō and shishō from the benkan bureau. When the levees collapsed, they would first investigate the damage, and once the repairs to the levees were complete, they would carry out an inspection called a fukan.

令外官(りょうげのかん)の一つ。京都（平安京）鴨河(かもがわ)の堤防修補のために置かれた臨時の職。その設置は弘仁(こうにん)年間（810～824）と推定される。職員は三等官制をとり、長官の使(し)は1人で、検非違使佐(けびいしのすけ)、尉(じょう)や弁官が多く、判官(はんがん)は1～2人で、検非違使尉、志(さかん)がほとんどであり、主典(しゅてん)は2～3人で、検非違使志、府生(ふしょう)や弁官局の史生(ししょう)が任命されている。堤防が決壊すると、まず破損状況を調査し、防河の修補が終わると、覆勘(ふっかん)といって巡検を行う。
