This was an extra-official position established in 767. It was established when Dokyo was appointed Pope in 766. The staff consisted of the chief daibu (master), one suke (major), daijo (major), shoshin (major), daisakan (major), two shojo (major), and others. Daibu (concurrent position), Komano Fukushin, and sho, Takaoka no Hiramaro, were both from immigrant clans. Details of their duties are unknown. 767年設置された令外官。766年道鏡が法王に任じられるに伴って設置された。職員は長官の大夫(だいぶ)以下亮(すけ)・大進(だいじょう)・少進・大属(だいさかん)各1人,少属2人ほか。大夫(兼任)の高麗福信(こまのふくしん),亮の高丘比良麻呂(たかおかのひらまろ)はともに渡来系氏族。職掌の詳細は不明。770年の道鏡失脚とともに廃止。→孝謙天皇
