Agency for Cultural Affairs

An external bureau of the Ministry of Education, Culture, Sports, Science and Technology. A national administrative agency established under the Ministry of Education, Culture, Sports, Science and Technology Establishment Law. The agency was established in 1968 (Showa 43) by integrating the former Ministry of Education's Cultural Affairs Bureau and its external bureau, the Committee for the Protection of Cultural Properties, and remained an external bureau of the Ministry of Education until the reorganization of ministries and agencies in January 2001 (Heisei 13). Its mission is to promote culture and international cultural exchange, as well as to carry out national administrative affairs related to religion. It is headed by the Commissioner of the Agency for Cultural Affairs, and its internal bureaus include the Commissioner's Secretariat, the Culture Department, and the Cultural Properties Department. In addition, the Agency for Cultural Affairs has the National Institutes for Cultural Heritage, the National Museum of Art, and the Japan Arts Council as independent administrative institutions. In addition, the Agency has the Japan Art Academy as a special institution, and the Council for Cultural Affairs and the Council for Religious Corporations as councils. The Culture Department is responsible for matters related to planning and proposing, as well as assistance and advice regarding the promotion of culture, matters related to theaters and other cultural facilities, the improvement and dissemination of the national language, matters related to Japanese language education for foreigners, matters related to the promotion of Ainu culture, matters related to copyrights, etc., and the certification of rules for religious corporations, etc. The Cultural Properties Department is responsible for matters related to the preservation and utilization of cultural properties, matters related to the promotion of Ainu culture excluding those that fall under the jurisdiction of the Culture Department, and matters related to art galleries and history museums among cultural facilities.

文部科学省の外局。文部科学省設置法に基づき設置された国の行政機関。同庁は、1968年(昭和43)に、旧文部省文化局とその外局として設置されていた文化財保護委員会を統合して設置され、2001年(平成13)1月の省庁再編までは、文部省の外局であった。文化の振興および国際文化交流の振興を図るとともに、宗教に関する国の行政事務を行うことを任務とする。その長は文化庁長官であり、内部部局として長官官房のほか、文化部と文化財部が置かれている。また、文化庁所管の独立行政法人として、国立文化財機構、国立美術館、日本芸術文化振興会がある。このほか、特別の機関として日本芸術院、審議会として文化審議会、宗教法人審議会が置かれている。文化部は、文化の振興に関する企画・立案ならびに援助・助言に関すること、劇場をはじめとする文化施設に関すること、国語の改善およびその普及、外国人に対する日本語教育に関すること、アイヌ文化の振興に関すること、著作権などに関すること、宗教法人の規則等の認証などの事務を担当する。文化財部は、文化財の保存および活用に関すること、文化部の所掌に属するものを除くアイヌ文化の振興に関すること、文化施設のうち美術館および歴史に関する博物館に関することなどの事務を担当する。
