In 1860, the Prussian government presented a plan to increase the armaments and reform the military system, including the implementation of a three-year active duty system. The liberals, who held a majority in the lower house at the time, opposed this, leading to a fierce conflict between the government and the lower house. The background to this was the conflict over whether the army should be directly under the king and completely independent of parliament, or under parliamentary control (especially with parliament having the power to decide on the military budget). This developed into a conflict over the nature and form of the Prussian constitutional system. Furthermore, the formation of the German Progressive Party (Fortschrittspartei) by a group of left-wing liberals (1861) and Bismarck's appointment as chancellor (1862) further intensified the conflict between the lower house and the government.
