A nobleman in the early Heian period. Son of Uchi Haji, Junior Fourth Rank. Following the connection that Emperor Kanmu had with his mother, Takano no Niigasa, a woman of the Haji clan, he applied to change his surname when he ascended to the throne, and in May 782, he took the name Akishino, named after his residence, Akishino Village, Soeshimo County, Yamato Province (Akishino Town, Nara City). This was an attempt to break away from his original occupation of engaging in funeral ceremonies for the Imperial Court. He held many government positions, including Konoe Shosho, and in 1874, he became a councilor. During this time, he was involved in the compilation of Shoku Nihongi and Kōnin Kakushiki, making him one of the busiest people of his time. The year before his death, he requested to resign due to the heavy workload. The Kukyō Bunin records that in 807, he was demoted to chief of Saiji Temple for his involvement in the Iyo Imperial Prince Incident.

平安初期の公卿。従四位下土師宇庭(宇遅)の子。桓武天皇が土師氏一族の女性(高野新笠)を母とする縁にあやかり,その即位を機に改姓を申請し,延暦1(782)年5月,居所である大和国添下郡秋篠里(奈良市秋篠町)にちなみ秋篠と称した。朝廷の葬送儀礼に従事してきた祖業からの脱皮を図ろうとしたものである。近衛少将など多くの官職を歴任,延暦24年参議となる。その間に『続日本紀』『弘仁格式』の編纂に携わるなど,当代きっての有職者として多忙をきわめた。没する前年,激務を理由に辞職を願い出ている。『公卿補任』には大同2(807)年,伊予親王事件に連座し造西寺長官に左遷されたと記す。
