A nobleman in the mid-Heian period. Son of Fujiwara no Tadahira and Emperor Uda's daughter Minamoto no Junshi. After serving as Minister of the Right and Minister of the Left, he became Chancellor and Grand Minister of State when Emperor Reizei ascended to the throne in 967, and then Regent for Emperor En'yu in 969, setting a precedent for permanently appointing regent and chancellor positions. However, during this time he was threatened by the power of his younger brother, Morosuke, who had gained the status of maternal relative, and there were rumors that "the first (the Minister of the Left, Saneyori) is a cruel second (the Minister of the Right, Morosuke)." He purchased Prince Koretaka's residence, the Ono Palace, and from then on this line was called the Ononomiya family. It is well known that, perhaps because he was short, he wore strong clothing and dug holes in the wall to place sweets (fruit) and listened to the chatter of the people who gathered there to learn about the state of the world (Fukago). He wrote the family anthology "Seishinkōshū" and the diary "Seishinkōki" (also known as "Suishinki" and "Ono Palace Record"). He had three children with Tokihira's daughter, Atsuyoshi, Yoritada, and Nariakira, and adopted Nariakira's son, Sanesuke. His daughters, Keishi and Nobushige, became Empress Suzaku and Empress Murakami.

平安中期の公卿。藤原忠平と宇多天皇の娘源順子の子。右大臣,左大臣を経て,康保4(967)年冷泉天皇の即位により関白太政大臣,次いで安和2(969)年円融天皇の摂政となり,以後摂政,関白が常置される先例となった。ただしこの間,外戚の地位を得た弟師輔の実力に脅かされ,「一(左大臣実頼のこと)くるしき二(右大臣師輔のこと)」などと噂された。惟喬親王の屋敷小野宮邸を購入したので小野宮殿と呼ばれ,以後この流れを小野宮家という。背が低かったからか,強装束を用い,また塀に穴をあけて菓子(果物)を置き,そこに集まる人たちの雑談を聞いて世情を知ったという話は有名である(『富家語』)。家集『清慎公集』,日記『清慎公記』(『水心記』『小野宮殿記』とも)がある。時平の娘との間に敦敏,頼忠,斉敏をもうけ,斉敏の子実資を養子とした。娘慶子,述子は朱雀女御,村上女御となった。
