A nobleman in the early Heian period. Middle counselor, Junior Third Rank. The eldest son of Dainagon Oguromaro and the daughter of Hadashimamaro. Kazunomaro's name comes from his mother's hometown (Kuzuno County, Yamashiro Province). In 793 (Enryaku 12), prior to the transfer of the capital to Heian, he was appointed as the land allocation commissioner for Xinkyo, and the following year as the chief of the palace construction commissioner. Like his father, he was trusted by Emperor Kanmu and participated in the capital construction project. In 803 (Enryaku 22), he was appointed as an ambassador to Tang China, and on his departure he was treated to a special "Kanpo" (Chinese-style) feast, and was given a poem praying for peace on the journey, which moved him to tears. He was caught in a storm and turned back, but the following year he traveled to Tang China accompanied by Saicho and Kukai, and returned to Japan in September of the 24th year of the same year. During the Kusushi Incident (810), he was sentenced to a serious punishment as a relative, but was spared because he had admonished the retired Emperor Heizei. <References> Sadako Takinami “Heian Kento”

平安前期の公卿。中納言従三位。大納言小黒麻呂と秦嶋麻呂の娘の長男。葛野麻呂の名は母方の故郷(山背国葛野郡)にちなむ。平安遷都に先立つ延暦12(793)年に新京の宅地班給使,次いで翌年造宮使の長官に任じられ,父同様桓武天皇の信任を得て造都事業に携わった。同22(803)年遣唐大使に任命され,出発に際して特に「漢法」すなわち中国(唐)風の饗応を受け,道中の平安を祈る歌一首を与えられ感涙にむせんでいる。このときは暴風雨にあって引き返し,翌年最澄,空海らを伴って入唐,同24年9月に帰国した。薬子の変(810)には姻戚者として重罪に処せられるところを,平城上皇を諫めたとの理由で免れている。<参考文献>瀧浪貞子『平安建都』
