This refers to the investigation and seizure of former military-related materials that had been hidden at the time of Japan's defeat in World War II. On August 14, 1945, just before Japan's defeat, the Cabinet decided on and carried out an emergency disposal of military-held materials, releasing everything from gasoline for automobiles and copper to food, while some people hid it. The total amount was said to be about 240 billion yen (for reference, the national budget for fiscal 1946 was about 56 billion yen). Seizures were then carried out, and on January 22, 1946, residents of Itabashi and Takinogawa wards in Tokyo seized soybeans, charcoal, and other materials stored in the Takinogawa warehouse of the Army Arsenal, and distributed them to the people. 第2次大戦の敗戦時隠匿された旧軍関係物資の調査,摘発をいう。敗戦直前の1945年8月14日の閣議は軍保有物資の緊急処分を決定,実施し,自動車ガソリン,銅から食糧にいたるまで放出,一部の者が隠匿した。その額は約2400億円にのぼるといわれた(ちなみに1946年度国家予算は約560億円)。そこで摘発が行われ,46年1月22日には,東京の板橋,滝野川両区民が陸軍造兵廠滝野川倉庫の大豆,木炭などを摘発,〈人民配給〉を行った。
