The characteristics of wage negotiations in Japan since the end of World War II are, firstly, that negotiations are centered on the individual companies, and secondly, that negotiations are conducted on raising the average wages of employees of the companies, the so-called base-up method. This base-up method has problems such as being limited to negotiations on increases in labor costs for specific companies, not on the distribution itself, and being easily restricted by the ability of specific companies to pay, which tends to hinder the formation of wage rates across companies. To overcome these difficulties, labor unions may adopt individual wage demand methods in addition to or independently of the base-up method.

第2次大戦後，日本の賃金交渉の特徴は，一つには企業別交渉が中心であること，二つには交渉が当該企業従業員の平均賃金の引上げをめぐる，いわゆるベースアップ方式であることにある。このベースアップ方式には，それが特定企業の労務費増額交渉にとどまり配分それ自体を交渉するものではないこと，また特定企業の支払能力に規制されやすく企業横断的な賃率形成を阻害する傾向にあることなどの問題がある。これらの難点を克服するため，ベースアップ方式と並んで，あるいは単独で個別賃金要求方式を労働組合がとる場合がある。
