Spanish Provisional Governor of the Philippines. Known in Japan as Rodrigo. He was promoted in Mexico and appointed Provisional Governor of the Philippines in 1608. Soon after assuming his post, he notified Japan of the expulsion and repatriation of Japanese who had been arrested for rioting in Manila, and at the same time, he obtained a written response from Tokugawa Ieyasu and Hidetada, requesting restrictions on Japanese ships traveling to Manila. The following year, in 1609 (Keicho 14), on his way back to Mexico, he was shipwrecked on the coast of Iwawada in Kazusa Province (Chiba Prefecture), losing over 50 crew members. He was rescued, met with Ieyasu and Hidetada, and was sent back to Mexico on a Japanese ship led by Tanaka Shosuke (Katsusuke) and others. At Ieyasu's request, he worked hard to start trade between Japan and Mexico. Later, he was made Governor and Commander of Panama in 1620, and Count of Palier de Orizaba in 1627.
