According to the Kojiki and Nihon Shoki, she was the empress of Emperor Suinin. She was the eldest daughter of Prince Tanba no Chi Nushi. She was invited to the palace at the suggestion of Sahohime, the empress of Emperor Suinin, and became empress after Sahohime's death. She was the birth mother of Emperor Keikō. According to the article about her death in the Nihon Shoki in the 32nd year of the reign of Emperor Suinin, the emperor was concerned by the custom of junshi (committee death by suicide) at the funeral of his daughter, and asked his ministers for an alternative. Nomi no Sukune, together with 100 earthenmen from Izumo, suggested that they make human figures, horses, and other figures out of earth and bury them in place of living people. The emperor was pleased with this, and erected them on the tomb, naming them haniwa. He then issued an edict that from then on, haniwa should always be used in funerals and that people should not be made to junshi (committee death by suicide). According to the Kojiki, during the time of this empress, the Ishiiwasaku (a department that made stone coffins and stone chambers) and the Hajibe (a department that made pottery and was responsible for funerals) were established. She is said to have been an empress closely connected to the imperial tomb. Her burial site is said to be in Terama no Mausoleum, Sasaki (possibly in front of the Imperial tomb in Sanryo-cho, Nara City).
